During the 2013 and 2014 sessions, I was a member of the Government Oversight and Accountability Committee, which heard bills put forth by both Democrats and Republicans that would expand Medicaid to working Missourians earning up to 138% of the Federal Poverty Level ("FPL"). Unfortunately, not a single bill made it to the House floor for a vote by the entire membership.

In the 2013 Interim I was the ranking minority member of two committees regarding Medicaid expansion and transformation: The Interim Committee on Citizens and Legislators Working Group on Medicaid Eligibility and Reform, and the Interim Committee on Medicaid Transformation.

Last summer's "Working Group" held hearings across the state regarding the impact of the Affordable Care Act and the expansion of Medicaid to include working Missourians who earn up to 138% of the Federal Poverty Level ("FPL"). Hearing were held in Independence (7/11/13), Springfield (7/16/13), Columbia (7/27/13), Kennett (7/31/13), Cameron (8/7/13), and St. Louis (8/14/13). In the fall, the Interim Committee on Medicaid Transformation also held several hearings. As you can imagine, a tremendous amount of information was provided. The Department of Social Services testified several times, as well as representatives from many Missouri hospitals, clinics, health care homes, and other providers. In addition, the Committee heard from numerous individuals and everyday Missourians, the vast majority of whom support expanding Medicaid to working Missourians.

Below are links to just a few items presented to either of the 2013 Interim Committees or otherwise of note to those interested in Medicaid expansion:

Summer Working Group Briefing Book. General information about Medicaid, existing policy & practices, and other documents provided to the summer Interim Working Group (255 pages).

Summer Working Group Committee Report (Updated). Contains a summary of the hearing testimony, and appendixes of written testimony submitted to the summer Interim Working Group.
